The Pensions Infrastructure Platform (PiP) is the infrastructure investment platform that has been specifically developed to facilitate long term investment into UK infrastructure by pension schemes. We are a unique platform as we have been set up by pension schemes for pension schemes.

We enjoy the backing of a group of leading UK pension schemes, our founding investors, who have helped to establish us or invest through us. As a result, PiP is able to offer its investors a degree of alignment and transparency that cannot be found in the traditional asset management sector and which is tailored to pension scheme needs.

PiP is open to all UK pension schemes and any pension scheme that decides to invest through us will enjoy the same terms as our founding investors.

PiP aims to invest a minimum of £2 billion into UK infrastructure of which over £1 billion is committed already through our indirect investment programme, which includes an investment into the Thames Tideway Tunnel project. PiP is now focused on direct investments into UK infrastructure through our Multi-Strategy Infrastructure Fund.

Chairman

Tony Poulter

Tony has worked in infrastructure for 30 years. He is also Senior Independent Director at the Green Investment Bank, a Non-Executive Board member at the Department for Transport and a senior adviser to First State investments. Until June 2016 he was a partner in PwC, where he was global head of Project Finance, head of PwC’s Advisory business in Asia Pacific and latterly global head of Consulting.

Chief Executive

Mike Weston

Before becoming Chief Executive of PiP in 2014, Mike was Chief Investment Officer at DMGT, with responsibility for the company’s pension scheme investment strategy and the performance of the scheme’s broad range of external asset managers. For the previous 20 years Mike worked as an Investment Director in the City of London managing institutional equity portfolios at asset management firms such as Hermes and Merrill Lynch Investment Managers.

Chief Operating Officer

Paula Burgess

Paula joined PIP in 2015 as Chief Operating Officer. Prior to this she was the Head of Assurance at CCLA where she was responsible for the compliance, risk management and internal audit arrangements. Paula also worked for 10 years at Russell Investments in a variety of Compliance, Risk Management and Regulatory roles, latterly as Director of Risk Management, EMEA and including a period at group head office in the US as Head of Risk and Compliance, Alternative Investments. Paula has a total of 17 years’ experience in the asset management industry.

In 2014 Paula was appointed as a Justice of the Peace for England and Wales.

Paula is a graduate of the University of Leicester and has been awarded an MBA from the Henley Business School.

Non-executive Director

Lindsay Tomlinson

Lindsay was appointed as a Non-executive Director of Legal & General plc in May 2013. He has extensive investment management experience having spent a large part of his career with Barclays Global Investors (now Blackrock).

Before retiring as the firm’s Vice Chairman he had held senior executive roles including as UK CEO and pan European CEO. Lindsay’s former roles also include: chairman of the Code Committee of the Takeover Panel, director of the Financial Reporting Council and chairman of the Investment Management Association. He was also previously chairman of the Pensions and Lifetime Savings Association.

In 2005 he was awarded the OBE for services to the fund management industry.

Non-Executive Director

Isabel Liu

Isabel Liu has 20 years’ experience investing in infrastructure. She was a key executive in the start-up of four infrastructure investment businesses backed by blue chip sponsors, including the $1 billion AIG Asian Infrastructure Fund I and the €1 billion ABN AMRO Global Infrastructure Fund. She led John Laing’s Asia Pacific investment business from Hong Kong, then moved to London in 2001 to become CFO of a global airports joint venture. Isabel is a board member of the public watchdog Transport Focus.

Isabel has a BA in economics from the Ohio State University and masters degrees from Harvard Kennedy School of Government and the University of Chicago Booth School of Business.

John Baillie

Jon Bailie

Jon has over thirty years of experience in the asset management industry, working across the EMEA region, in Asia and Latin America. His career has encompassed both the institutional and the wholesale segments and spanned traditional and alternative asset classes.
Previously Jon worked at Pioneer Investments as Head of Western Europe and Latin America; AXA Investment Managers as Global Head of Distribution; and Russell Investments as a member of both their Global Executive Committee and Global Investment Committee, As well as being involved in solving strategic investment issues Jon has also led a number of initiatives to reinforce governance and processes around institutional investment activities.

Mark Cooke

Mark Cooke

Mark Cooke is a graduate of the University of Warwick. He qualified as a Chartered Accountant in 1983 with Thomson McLintock, a predecessor firm of KPMG. He has over 30 years’ experience of financial, commercial and corporate services management across the private, public and third sectors including ten years’ as Director of Finance and Corporate Services at Big Lottery Fund, four years as Finance and Commercial Director at the British Printing Industry Federation and six years as Deputy Finance Director of Which? – the leading consumer organisation and publisher.

Chief Investment Officer

Ed Wilson

Prior to joining PiP Ed worked at Lloyds Banking Group where he was a senior and highly experienced structured financier, investing in and financing business and projects in the energy, infrastructure and transportation sectors utilising a combination of bank and third party capital. With over 25 years’ experience, he has been responsible for investing in and lending to a diverse range of assets and projects across a number of different sectors. Key highlights have included his time as Head of the Renewable Energy Group at Lloyds, where he spearheaded the bank’s drive into selective renewable energy markets and was responsible for building a £1bn plus renewable energy portfolio.

Before Lloyds Ed was Head of European Structured Asset Finance at Bank of Scotland and Co-Head of Leasing, Structured Finance at Halifax Plc. Ed has spent his entire career in the financial services sector since graduating from Oxford University.

Investment Director

Nick Cole

Nick is responsible for sourcing, structuring and managing equity investments in UK infrastructure projects for PiP. Nick has over 13 years of experience focussed predominantly on infrastructure equity investments and debt structuring. He has working knowledge across most infrastructure sectors in a wide selection of geographies including Western and Eastern Europe, North America, Australia as well as the UK. Prior to working for PiP Nick was responsible for structuring and managing infrastructure projects for the Infrastructure Funds team at Aberdeen Asset Management. Here he was instrumental in developing the waste sector capability for Aberdeen and was also involved in raising their first suite of greenfield PPP funds.

His most recent position was Associate Director and Infrastructure and Energy specialist at Lloyds Banking Group Asset Management

Investment Manager

Joe Davis

Joe joined the PiP Investment Team in June 2016. Previously Joe spent 3 years at DWPF where he was involved in the financing of a range of transactions across the student accommodation, energy, and PPP/PFI sectors. Whilst at DWPF Joe also acted as a consultant to InfraRed and InfraMed assisting them in both origination and asset management.

Joe graduated from the University of Nottingham in 2012 with an MSc in Physics.
